    Description

    Pluses:
    Nicely balanced appearance.
    Fine-very fine centering.
    Clean back with faint ("20"?) pencil markings.
    Acceptable cancel--largely "face-free."
    But most important:  An APEX certification.  The note after #20 in my 2018 Scott Catalog cautions that counterfeits of #'s 17-20 abound.
    Minuses:
    One nibbled perf at mid left, the balance are remarkably uniform.
    A mild (horizontal) crease just below the midline as noted on the certification.
